Ownership change instructions

To update the ownership of your solar facility, you will need to update the ownership with the Delaware Public Service Commission, and submit the necessary paperwork to the SREC Delaware Program Administrator. The paperwork needs to be signed by both the previous owner and the new owner.

 

Phase 1: Update ownership with Delaware Public Service Commission (PSC):

You can find the current version of the Delaware PSC system change form on this page, under “Applications.” There is a $25 filing fee, and the application will need to be mailed to the Delaware PSC, see instructions under the “How to file Applications” section of the page previously linked. Phase 2: Complete & gather necessary documents

The SREC Delaware team can provide you with a GATS ownership change form and Schedule A that include your system information, so that you do not need to gather all that information from your SREC Delaware account. To request documents send an email to customerservice@srecdelaware.com.

Once the ownership is updated with the Delaware PSC, please send us the following documents:

1. The revised Delaware PSC Certificate

2. The GATS ownership change form

This form is required to update the system owner with GATS (the SREC tracking agency). This form will require the signature of both the prior owner and new owner.

You will need to log in to your SREC Delaware account to gather the information for this form. After you log in, click “View” next to your facility name.

Page 1 instructions:

  • GATS System Name: Enter the name of your facility displayed at the top of your account page.
  • GATS Unit ID: Enter the unit ID listed in the “Registry Approved” box on your account summary page. The GATS Unit ID will start with NON. Enter the GATS Unit ID like this: NON00000.
  • Current GATS Account Name: Leave this as “SREC Delaware Procurement Program”
  • GATS Account to be Transferred to: Leave this field blank.
  • System Address: Enter the system address.
  • State Certification Number(s): Click on “Application” at the top right of your summary page. Enter the DE State Certification number from the State Certification box towards the bottom.
  • Select the reason for change in ownership. If you have sold the property, select “Change in System and REC Ownership.” If you are updating the ownership due to the death of the previous owner, select “Change in Ownership due to death/or trust.”

Page 2 instructions:

  • Fill out the Seller, Buyer, and Closing date information.
  • This form must be signed by the previous owner and the new owner.
  • Please leave the “GATS subscriber signature” and date blank, that is for SREC Delaware staff to fill out.

3. SEU Assignment form

This form assigns the SREC Delaware Transfer Agreement from the previous owner to the new owner.

Instructions:

  • Add the date to the top paragraph.
  • The previous owner is the Assignor and the new owner is the Assignee. Both parties will need to sign on the second page.
  • Leave the “SEU One, LLC” section blank.

4. Schedule A

This form allows the SREC Delaware team to continue managing the facility within GATS (the SREC tracking registry). This form needs to be completed by the new owner(s).

Instructions:

  • Enter the owner name(s) at the top of the Schedule A. The owner(s) listed on the top of the Schedule A needs to match the owner(s) on file with the Delaware PSC. For example: If both spouses are listed as owners with the Delaware PSC, then both spouses’ names need to be included.
  • In the three by two grid at the bottom, enter the GATS System Name in the top left box.
  • Enter the system address below the GATS system name.
  • In the top right box enter the GATS Unit ID.
  • The new owner(s) need to sign by the x at the bottom.
  • Enter the owner name(s) after Name.
  • Enter the title: i.e. “Owner,” “homeowner.”
  • Enter the date.

5. A closing or settlement statement

This is typically a deed, but we accept other official closing documents as well.

Once you have all of this completed, please send the (5) documents to customerservice@srecdelaware.com. We will review the documents, submit the ownership change to GATS, and let you know once the ownership change is processed.
