Accepted Bid Instructions

This page includes instructions to finalize registration for applicants with winning bids. You will receive an email if your bid was accepted.

If you had a winning bid, you will need to complete Phases 1-3 below in order to activate your SREC Delaware account.

Phase 1: Sign your Transfer Agreement

All Participants in the Program need to sign and return the Transfer Agreement. This is a binding agreement in which you agree to sell your designated amount of SRECs to the Delaware Sustainable Energy Utility for the contract period.

1. Log into your SREC Delaware Account.

Once logged in, click on the “My Applications” tab. Here, you will see a screen which displays your winning bid information. Click “Continue.”

2. Verify the information included with your application.

The next page will display the information you submitted in your application. You will not be able to edit the information on this page. Please review the information and confirm that it is correct. If any information is incorrect, please contact the SREC Delaware team.

3. For Existing Systems:

Existing systems can also sign the Schedule A at this stage. Please see Step 3 in Phase 2 for more information on how to complete the Schedule A. At the bottom of the page, you will be prompted to download and sign a Schedule A form. This document allows SREC Delaware to manage the creation and sale of your SRECs. To fill out this form, click “Download Schedule A Form.” Once you have downloaded the form, you need to fill out the form, and sign it. You can sign a hard copy of the form, or you can sign the form electronically. You will then upload it back onto this page by clicking “Choose File” and uploading the completed Schedule A into the box provided. Once you have uploaded the Schedule A, click “Accept and Confirm.”

3. For New Systems:

You will complete a Schedule A in Phase 2, as you do not have a Delaware Certification Number yet. This will only be obtained after interconnection. Once you have checked all of information, click “Accept and Confirm” at the very bottom of the page.

4. For all Systems:

Download and sign the Transfer Agreement. You can download the Transfer Agreement by clicking, “Download Transfer Agreement.” You can sign a hard copy of the Transfer Agreement, or you can sign the Transfer Agreement electronically. Once you have signed the Transfer Agreement, you can either upload it directly to our site using the box provided, or you can fax it to us at (410)-630-5511 or email it to us at customerservice@srecdelaware.com.

Note: You must return all pages of the Transfer Agreement not just the page with your signature.

5. Verification

The SREC Delaware team will verify your Transfer Agreement (and Schedule A for existing systems). Please allow a week for the team to verify your document(s), before proceeding to Phase 2.

Phase 2: Provide Delaware Certification Number and other necessary information

After the SREC Delaware team has verified your Transfer Agreement (and Schedule A for existing systems), you will be able to complete Phase 2.

1. Log into your SREC Delaware account and make sure you are on the “Contracts” tab.

Once you are on the Contracts page, click on the “Update Details” button.

On this page, you will need to enter your system information:

  • Your interconnecting utility is the utility to which you pay your electric bill. You may select it from the drop-down menu.
  • Your date of acceptance of completed System Interconnection is the date on which your system was approved by your utility.
  • Your DE State Certification Number is the number you received from the Delaware Public Service Commission when you registered your system. This number will have a form similar to: DE-######-SUN-##-PW. If you do not have a Delaware State Certification Number you will need to obtain one from the DE Public Service Commission. See details on how to do this in the next section below.

2. Scroll down and enter your GATS Unit ID if your system is already registered in GATS.

It will have the form: NON#####. If you do not have a GATS Unit ID, SREC Delaware will register you with GATS and you may leave this field blank. If you do not know whether or not you have a GATS Unit ID, please leave this field blank and SREC Delaware will enter it for you.

If you already completed your Schedule A in Phase 1, click “Save” at the bottom. This will notify SREC Delaware that you have completed your registration process.

3. Sign your Schedule A.

If you did not already sign a Schedule A in Phase 1, you will sign the Schedule A here. Please download a blank copy of your Schedule A by clicking “Download a Schedule A template (PDF).”

  • In the top right, after “The undersigned on behalf of the Generator Owner,” type or write the name(s) of the system owner(s). Please note that the owner(s) must match the owner(s) on file with the Delaware Public Service Commission. For example: If both spouses are registered as the owner with the Delaware Public Service Commission, both spouses’ names will need to appear here.
  • In the “Generating Unit Name and Address” box, type or write your facility name, followed by the address of the facility. Your facility name is the name you chose on your application, and is visible on the “Contracts” tab. See example.
  • If you already have a GATS Unit ID, type or write your GATS Unit ID under “PJM MSET ID.” If you do not have a GATS Unit ID, leave this section blank.
  • Sign the form next to the x. If there are multiple owners registered with the DE PSC, both will need to sign this form. You can sign a hard copy of the form, or sign the form electronically.
  • Type or write the owner(s) name(s) after “Name.”
  • If you are a homeowner submitting a Schedule A for a system at your home, type or write “Owner” after “Title.” If you are a representative of a business that owns a solar facility, type or write your title as it relates to that business.
  • Include the date.

4. Provide a Revenue Grade Meter Picture.

Please upload a photo of your Revenue Grade Meter. Your revenue grade meter can be a meter installed on your house along with your solar installation, or it can be online monitoring. If you have questions about the kind of monitoring your system has, please contact your solar company for further information. Note: you may skip this step, and provide the photo after your facility is activated instead.

Once you have entered all necessary information and uploaded the Schedule A form, click “Save.” This will notify SREC Delaware that your account is ready to be verified.

Delaware Certification Number

If you do not already have a Delaware Certification Number, you will need to register your system with the Delaware Public Service Commission. This certifies your system’s eligibility to participate in the program as a viable renewable resource. To register with the Delaware Public Service Commission, fill out the form found here: Delaware System Certification Form. Once completed, you can submit this form and the $50 filing fee to:

Phase 3: Enter your Banking Information & Provide a Meter Photo

You will be able to enter your banking information after your SREC Delaware account is activated. If you already have a GATS unit ID, activating your account should take approximately a week. If you do not already have a GATS unit ID, the amount of time necessary to activate your account will vary, but may take a month or longer as GATS will need to review the application for your facility.

1. Enter payment information.

In order to receive payment for your SRECs, you must enter your bank information into the SREC Delaware system. Our system is secure and no information will be shared. We make payments only by direct deposit; no payments will be made by check. To enter your bank information, log into your account and click on the “My Contracts” tab:

Then, click on the “View” button under the “Options” column next to the selected facility.

From there, click on the “Payment” tab . To add your bank information, click “Enter Account Details.”

On the next screen, you will be able to enter your banking information.

Click “Save Account and Return.” This will securely save your account information and allow you to receive payments for your SRECs.

2. Provide a Revenue Grade Meter Picture.

If you have not already provided a photo of your Revenue Grade Meter Picture in Phase 2, you will need to do so now. From your summary page (accessed by logging in and clicking “View” next to your facility name, see above), click on the “Production Tab.”

Here you will be able to upload a photo of your Revenue Grade Meter. Your revenue grade meter can be a meter installed on your house along with your solar installation, or it can be online monitoring.
